IP17 proposes to do away with the minimum tax cap, and increases minimum taxes for corporations with Oregon sales exceeding $25 million. The measure provides that any revenue attributable to the tax increase “shall be used to provide an equal rebate to each individual…who has resided in this state in the aggregate more than 200 days of the eligibility year.” IP17 is basically a gross receipts tax on businesses with more than $25 million in annual sales. In other words, it’s a tax on sales – not profits. That means Oregon businesses would be forced to pay this new tax regardless of whether they make a large profit, make a small profit, or are losing money. IP17 would force hundreds of local businesses to raise their prices, cut jobs, or shut down completely.
